Professional Experience
In 1987, I was appointed as a Reinstatement clerk with Islwyn Borough Council. My duties involved processing telephone calls from other officers, councillors and members of the public. I was also responsible for the maintenance of a paper street works register and would input details of all public utility daily whereabouts. A system that I was able to streamline to improve the record keeping process and produce timesavings when retrieving information on a particular utility activity.

In September of 1998, I joined Gwent County Council as a Highway Inspector. I was assigned to the motorway and trunk road section, responsible for the inspection of several high-speed dual carriageways including the A449 from Newport to Raglan, A40 from Raglan to Monmouth and Raglan to Abergavenny and the A465 from Abergavenny to Tredegar.

During this time, I gained experience in the maintenance of concrete carriageways and became proficient in the use of the Department of Transport Routine Maintenance Management system (RMMS) of inspection.


Apart from undertaking inspection of the highway I was also responsible for the supervision of the councils Direct Labour Organisation and any outside contractors undertaking works on any of my designated routes. This would include prior approval of proposed traffic management details.
Some contracts I became involved with included the renewal of the road markings and studs on the entire A449 within the Gwent County Council boundary.
The erection of a central reserve wire rope safety fence, replacement of a failed concrete road slab on the A449. The installation of rumble strips on the A40 at Monmouth and Shellgrip anti-skid surfacing also on the A40 at Monmouth.

In 1989 I left Gwent County Council and rejoined Islwyn Borough Council as an Engineering Technician within the Highway Maintenance/new development section. During this time I had indirect responsibility for a portion of our annual budget allocation which was used for up to 40 footway reconstruction schemes and some 20 carriageway resurfacing Schemes, known as (ā€œNeeds Based Schemesā€). Having values ranging from as little as Ā£1000.00 too as much as Ā£70,000.00 for each scheme.

I would be responsible for the scheme from inception to completion and would undertake measurement, prepare drawings, notify utilities, issue works from schedule of rates (for footway works) Tender documents (for carriageway surfacing), supervise works, and certify for payment upon completion. Another of my tasks was to certify payments to six contractors for all regular maintenance tasks issued via a schedule of rates. Again, this was a process that I was able to modify so that records were easier to maintain and reduce the delay in making payment to contractors.

I was fortunate to gain much experience in the use of new maintenance techniques some of which include, Deep Recycling, Surface Dressing, Retread, Fibrescreed concrete joint and crack repair system, Micro Asphalt Surfacing (Rallumac, Bitumac and Pavecoat 90). Liaison with elected members, other departments within the authority such as Street Lighting and our in house Consultancy and daily contact with members of the public have all helped in the development of my interpersonal skills. I was responsible for the supervision of three Highway Inspectors in the absence of both the Senior Assistant and the Assistant Engineers.

In April 1996, local government in Wales underwent reorganisation and Caerphilly County Borough Council was formed. I transferred to the new authority in the post of Assistant Engineer undertaking duties similar to those above. In addition, I became actively involved in the out of hour’s duty officer system for all out of hour’s highway emergencies, this also included the issue of instructions to the councils Direct Labour Organisation in regard to winter maintenance action. Additionally I had been responsible for the preparation and supervision of several small Storm Water Sewer improvements.

I also used a number of computer software packages to assist in the undertaking of my duties; these included Highways by Exor, a Maintenance Management System, Microsoft Excel, and Microsoft Word. I was actively involved with the formulation of the programme of improvement schemes to be undertaken each financial year.





During the last three years at Caerphilly CBC, I had been a member of the safety audit team undertaking a number of audits on several large highway construction projects.

In November 2001 I took up employment with the California State Department of Transportation in the office of Advanced Planning, involved mostly with the production of technically accurate Project Study Reports (PSR’s). The reports are used to determine options available to address a variety of situations. Which could include the reduction of accidents by realignment, widening of the roadway or by a combination of both? To provide a new access to a local highway or an Interstate highway, to provide turning facilities. Several computer aided design packages such as Microstation and Caice are used to assist in the design process of such projects.

I was responsible for the production of Several PSR’s, but the main two projects were roadway realignments that were aimed at reducing accident figures. Both projects were located on State Route 299 one to the east of Redding at the Fountain Curve near Buzzards Roost; the other was located at Del Loma just west of Weaverville. These projects were valued at $5 million and $6 million respectively.

October 2002 I was appointed as Pavement Management System (PMS) manager with Devon County council, I started in this position in late January 2003. My main responsibilities were to maintain and run the Pavement Management System to produce annual Best Value Performance Indicators and to provide data and support to eight Local Service Groups within Devon County Council. In addition I assisted with calling winter maintenance action based upon the forecast and other data received from the Met Office. I would also assist in the Devon County control room where I was responsible for monitoring CCTV and weather information and recording and dealing with any incidents that may occur on the Devon highway network out of normal office hours.

I left Devon County Council in September 2005 and moved to Dunedin, New Zealand where I was employed by the Dunedin City Council as Technical Officer Roading. I was responsible for dealing with the day-to-day road corridor issues. This includes the control on the use of the road corridor by third parties and dealing with issues between the highway authority and adjacent property owners.
The prompt attention to public enquiries and escalations from within the department with appropriate research on historical requirements and precedents was also a significant part of my duties. In addition I was responsible for processing of applications for the installation of utility services in the road, and to ensure that road reinstatements were completed to the council’s standards and where necessary take appropriate enforcement action when standards were not met. The processing of overweight permits checking loads and advising of suitable routes to achieve a responsible balance between the needs of the heavy road haulage industry and the limitations of the highway network to ensure that maintenance costs can be controlled.










In April 2007 I left New Zealand to return to the UK and started work for Buckinghamshire County Council Highways as a Local Area Technician on May 1st.
This role is multi tasking it covers:
Inspection and maintenance of the highway, and the issue of works orders to the term maintenance contractor for any defects discovered during inspection of the highway .
Streetworks Inspection, to ensure that public utilities undertake works in the highway according to the highway authority specifications and standards and covers works undertaken by Electricity, Gas, Water, Telecommunications companies, and also where private individuals wish to lay plant and equipment in the highway.
Development Control, monitoring and the inspection of new housing developments where roads and footpaths are to be adopted by the highway authority under section 38 and 278 of the Highways Act 1980
And finally, Traffic Management, the provision and maintenance of road markings, and signs.
